This is a Taiwanese knockoff of the original Takara Police Keeper Climbleader. It is almost identical to the original and an excellent imitation. Here it is called the Climbleader Pioneer No. 1 Car. The main difference between this version and the original is the lack of a large, powerful magnet on the bottom. The original Climbleader can hang upside down and still keep moving! The climbleader is battery-powered and has a powerful red searchlight, located just under the missile launcher in the picture above.

Interestingly, the Climbleader has no on/off switch! Instead, it is powered by magnetism via a magnetic backpack that is attached to the driver! When the figure is put into position in the driver's seat and the backpack magnetically attaches to the metal protrusions in the back of the seat, away it goes!
